As you can see, there are many, many enclaves condensed into this tiny area. Unfortunately, residents of these tiny enclaves aren't allowed to do much of anything outside their country. Luckily, the countries are arranging "swaps", in which they are trading each other bits of land to reduce the number of enclaves.
